چکیده

صنایع تبدیلی و تکمیلی بخش کشاورزی در پایداری امنیت غذایی، جلوگیری از ضایعات محصولات کشاورزی، ایجاد ارزش افزوده، بالا بردن بهره‌وری بخش کشاورزی و افزایش سطح درآمد بهره برداران دارای نقشی بی بدیل است. لذا به منظور دستیابی به راهکار مناسب توزیع فعالیت‌های اقتصادی در حوزه صنایع تبدیلی و تکمیلی بخش کشاورزی، معرفی ظرفیت‌های آشکار و پنهان و مشخص کردن نقش و مسئولیت هر منطقه بر اساس توانمندی‌ها و قابلیت‌های آن ضروری است. این تحقیق به بررسی آمایش صنایع تبدیلی بخش کشاورزی و دامی در استان همدان پرداخته است. مطابق بررسی‌ها، در نتیجه ارزیابی مجموعه عوامل درونی (نقاط قوت و ضعف) و عوامل خارجی(فرصت‌ها و تهدیدها)، مناسب­ترین راهبرد محوری برای توسعه صنایع تبدیلی تمرکز بر راهبرد تهاجمی- رقابتی است. بررسی گروه‌های مختلف صنایع تبدیلی به روش تاپسیس1 و بر اساس شاخص­های دسترسی پایدار به ماده خام، نسبت اشتغال به سرمایه‌گذاری، کشش بازار داخلی و صادراتی محصول، سازگاری زیست محیطی، تنوع سبد تولید و تناسب ظرفیت فراوری با تولید نشان می‌دهد که استان همدان واجد ظرفیت‌های بالقوه برای توسعه صنایع تبدیلی به ویژه در صنایع فراوری سیر، سیب زمینی، میوه‌های سردرختی، گیاهان دارویی، همراه با توسعه زیرساخت‌های نگهداری و انبارکردن است. در کنار آن سرمایه گذاری در برخی صنایع فراوری مانند لبنیات، روغن های گیاهی، آرد، و فراورده های گوشتی با هدف تولید محصولات موجود در بازار مصرف در حال حاضر فاقد ضرورت و توجیه اقتصادی است.

Agro-processing industries ensure food security, reduce agricultural waste, generate value-added products, enhance productivity, and increase farmers’ income. To develop effective strategies for the spatial distribution of agro-processing activities, it is essential to identify both existing and potential capacities while delineating regional responsibilities based on local strengths. This study investigates the spatial organization of agricultural and livestock processing industries in Hamedan Province.
The SWOT analysis indicates that an aggressive competitive strategy is the most appropriate core approach for advancing processing industries. This conclusion is drawn from evaluating internal factors (strengths and weaknesses) alongside external factors (opportunities and threats). Following this analysis, the prioritization of processing industry groups using the TOPSIS method-based on criteria such as sustainable access to raw materials, employment-to-investment ratio, domestic/export market elasticity, environmental compatibility, product diversification, and alignment of processing capacity with production—highlights Hamedan’s potential for developing industries focused on:
Garlic and potato processing, Value chains for cold-climate fruits, Herbal plants, and Complementary storage and preservation infrastructure. On the other hand, investments in existing market-saturated industries, such as dairy products, vegetable oils, flour, and meat products, currently lack economic justification.
